Indictments include two charged in double murder

KEYSER - A Mineral County Grand Jury indicted 29 people Thursday on a variety of charges that ranged from possession, reckless fleeing, to strangulation, including two indictments stemming from the double homicide in Burlington in November 2019.
Jimmey Lee Lambert, 1098 Delray Road, Augusta, was charged with two counts of murder, two counts of using or presentation of a firearm during the commission of a felony, malicious wounding, being a person prohibited from possessing a firearm, and conspiracy - all felonies.
Michael Paul Duncan, 66 Debbie Terrace, Berkeley Springs, was charged with two counts of murder, two counts using or the presentation of a firearm during the commission of a felony, malicious wounding, and conspiracy.
The two were arrested in November following an early-morning incident in which Donald L. Rutter, 32, and Destiny Foster, 25, were shot at a residence on Maple Hollow Lane just off Route 50 near Burlington.
Rutter had been found deceased at the residence from apparent gunshot wounds, and Foster was transported by ambulance to WVU Potomac Valley Hospital and later to Ruby Memorial Hospital in Morgantown, where she succumbed to her wounds.

Neil David Lambka, address unknown. first degree assault, and causing injury in an arson related crime.
Winston Kent Redman, 7 Virginia St., Keyser, malicious wounding, and reckless fleeing.
Jerry Dewayne Friel, 87 Maryland Ave., Keyser, sexual abuse first degree, and sexual abuse by parent, guardian, or custodian.
Dakota Wayne Daugherty, 132 Lewis Road, Keyser, possession of CDC with intent to deliver.
Stephen Wayne Liller, 116 East St., Keyser, obtain property by worthless check.
Jerry Lee Robinette, 1049-B Trenum Drive, Keyser, strangulation, cruelty to animals (misdemeanor), and domestic assault second offense (misdemeanor).
Julie Lee Crites, 61 Cherry Grove, Franklin, reckless fleeing in a vehicle, failing to comply with traffic control devices, and speeding (misdemeanor).
Chad Raythaniel Hetrick, 512 South Main St., Keyser, destruction of property.
Leslie Elaine Wilcox, 20960 Maryland Highway, Bloomington, Maryland, grand larceny.
Joshua Edwin Bruce, 74C St., Keyser, grand larceny and destruction of property.
Justin Edward Vanmeter, 225 S. Main St., Keyser, domestic battery third offense, domestic assault third offense.
Heather Marie Cosner, 9556 Woodblock Rd., Columbia, Maryland, failure to meet an obligation to provide support to a minor.
Jason Lynn Short, 103 Ross St., Westernport, failure to register or provide notice of registration changes as a sex offender.
Jacob Wayne Bacorn, 444 Megan’s Lane, Burlington, failure to register or provide notice of registration changes as a sex offendery, failure to register upon release from incarceration.
Dillion Scott Simone, 123 Howdyshell Hill, Keyser, three counts failure to register or provide notice of registration changes as a sex offender and distributing, exhibiting, and possessing material depicting minors engaged in sexually explicit conduct.
Jamie Lee Garver, 351 West Gravel Lane, Romney, grand larceny.
Melissa Marie Streets, 4392 Elk Garden Highway, Elk Garden, obtain money by false pretense.
Carl James Story, 400 Kintyre Lanes, Stephens City, Virginia, obtaining property by worthless check felony, obtain money by false pretense.
Dannie Ledell Cook, 225 N. Ave., Pittsburgh, obtain money by false pretense and financial exploitation of an elderly person.
Andrew Douglas Deetz, 101 Broad Hollow R., Springfield, strangulation, domestic battery (misdemeanor).
Brian Keith Robbins, 1347 Miller Road, Carpendale, making threats of terrorist acts.
Jonathon Lee Emerick, 100 D St., Keyser, transporting stolen property into the state.
Deanna Elizabeth Shears, 20 Orchard Dr., Keyser, grand larceny, conspiracy, and destruction of property (misdemeanor).
Joshua Isaiah Devilbliss, 166 Front St., Keyser, grand larceny, conspiracy, and destruction of property (misdemeanor).
Matthew Logan Corle, 412 Fairview Dr., Burlington, grand larceny, breaking and entering a vehicle (misdemeanor), illegal transfer of a firearm, false pretense (misdemeanor).
Anthony Wayne Watts, 210 West Highway 50, Salida, Colorado, grand larceny, and destruction of property.
Gregory David White, 136 Stately St., Wiley Ford, abuse or neglect of an incapacitated adult.
