Keyser City Police cite dog owners for delinquent dogs

KEYSER – Keyser City Police have issued two citations in the past week for dogs running at large, including a pair of dogs that prevented a woman from exiting her car until officers arrived and chased them off with pepper spray.
The first incident occurred last Wednesday afternoon at 1:23 p.m. when officers received a call from a motorist in a parking lot off of Spring Street, who reported two large dogs outside the vehicle. The caller said that she was essentially trapped in her car, afraid to get out because of the animals' threatening nature.
Arriving at the scene, officers attempted unsuccessfully to shoo the animals away from the vehicle. They then used pepper spray on the dogs, prompting them to flee from the area.
Further investigation determined that the dogs were owned by Robin A. Ganoe, 52,  of Keyser, who was charged with allowing dogs to run at large.
Police noted that the animals were not overtly aggressive at the scene.
The second incident occurred late Monday afternoon when officers were again called to the Spring Street area by a resident who reported dogs running loose in the neighborhood.
Charged with allowing his dog to run at large was Donald L. Riggleman Jr., 42, of Keyser.
