Give the right of way going up E. Hampshire

I would like to address an ongoing traffic problem that occurs at a very busy road in Piedmont – East Hampshire Street.
  As a Piedmont resident, I travel this road every day to get to and from work, as I know many others do.
  Yield signs clearly mark that all drivers traveling East Route 46 (going towards Keyser) should yield to oncoming traffic.
  This is because there are numerous parked cars lining the street on the right as you are traveling East 46 towards Keyser, while on the opposite end, there is no shoulder, hence the fact that when cars are "racing" up the hill the drivers coming from Keyser into Piedmont have nowhere to veer off the road - that's why they have the right of way!    Many times and more often than not, I have my eight-month-old daughter in tow and find that I have to slam on my brakes to prevent a head-on collision because the driver traveling eastbound has failed to yield but instead gases it at top speeds up this hill.
   This happens to me just about every day and definitely every other day. Each time it does I get more and more upset that drivers can be so irresponsible, thoughtless, and incompetent as to ignore the yield signs that are clearly posted all along East Hampshire Street.
I always yield to oncoming traffic when I am driving to Keyser on this road. I do this because it's the law and also because I don't want to cause an accident.
  Here's my message to all drivers who gas up their engines and drive at tops speeds, ignoring these signs on a very narrow road filled with parked cars and young children at play:  If you don't begin yielding to oncoming traffic like you are supposed to do, there is going to be a head-on collision, or even worse, a child on this street will get hit or fatally injured.
