Case of alleged city funds

KEYSER, W.Va. -

 During grand jury proceedings Tuesday, the two-year case of alleged misappropriation of funds within the Keyser City Council was placed on hold until September, due to a chief witness requesting additional time to review the case.
According to Mineral County Prosecuting Attorney Lynn Nelson, Sr. Tpr. J.E. Whisner was selected to testify during grand jury on all law enforcement cases within the county.
“The Keyser City Police and West Virginia State Police will send one officer to testify on cases so as not to tie up the other officers,” said Nelson.
When it came time to present the Keyser City Council embezzlement case regarding the allegations made by former Councilman George McNeill about the $2 million said to be missing from the city sewer and water accounts and up to one million from other funds that were not accounted for, both Nelson and the chief investigating officer, Sgt. J.M. Droppleman, were ready to go forward with information.
However, Whisner requested more time to review the case.
“He didn’t fully understand the case,” said Nelson. “He wasn’t prepared to make a decision.”
Droppleman was contacted for comment concerning  Tuesday’s proceedings of the Keyser City case; however, he could not be reached due to being out of town for training.
Nelson said this case will be presented in September during the next Mineral County Grand Jury proceedings.
