KEYSER — Workers from Belt Paving are scheduled to be on Pin Oak Lane by the end of November to fix a problem left behind by the original contractors who upgraded the road in to the new Potomac Valley Hospital.
Mineral County Coordinator Mike Bland said the original contractor had improperly paved Pine Oak Lane, leaving a channel in the center of the road which creates problems when it rains.
“It was  supposed to be crowned,” he said.
Dissatisfied with the condition of the road, the county is withholding the remainder of the payment to the contractor until the
issue is resolved.
“We are well within the rights of our contract to withhold the money,” he said.
Belt Paving has estimated it will take $17,884 to do the necessary work.
“They are going to mill about 16 feet of the existing pavement on each side, put a new cap on and re-stripe the road,” he said.
Bland said the county has withheld a total of approximately $50,000.
Commissioner Cindy Pyles said she feels contracting with Belt to re-pave the road “is the only way we’re going to get this done.”
In other business discussed by the commissioners this week:
— The request for an increase in funding for the Keyser-Mineral County Library to help meet expected state funding cuts was tabled until the commissioners begin their budgeting process in February.
— A public hearing with Comcast has been scheduled for Dec. 15 at 6 p.m. at the courthouse in preparation for the cable company’s request for renewal of their franchise.
— County Clerk Lauren Ellifritz announced that Jack Barr has resigned as fiduciary commissioner, leaving one commissioner: Gainer Cosner.
“We are supposed to have four,” she said, noting that persons who are not an attorney can fill the position if they take the required yearly training.
— Commissioner Janice LaRue has been appointed to serve on a West Virginia County Commission Association committee for the study of tax modernization in the state.
